Overview
The Latin American Open Data Initiative (ILDA), Center for International Strategic Thinking (CEPEI), and Open Data Charter (ODC) endorsed the Universal DPI Safeguards Framework as a consortium of organizations working across Latin America and the Caribbean to advance fair, inclusive, transparent, and rights-oriented DPI. Their commitment focuses on contextualizing operational safeguards through a “Readiness & Influence” approach, with emphasis on preventing exclusion and undue surveillance, strengthening governance and accountability, and adapting safeguards to regional institutional, social, and legal contexts. The consortium will support implementation through a rapid risk-assessment tool for the DPI lifecycle, regional coordination on initiatives such as cross-border Digital ID, and a living repository of regional knowledge and practices on DPI safeguards.
