Overview

The Digital Impact Alliance (DIAL) committed to adopting the Universal DPI Safeguards Framework through its work co-developing a national DPI Safeguards Framework for Nigeria’s government data exchange infrastructure. Over the next twelve months, DIAL will work with Nigeria’s Federal Ministry of Communications, Innovation and Digital Economy and relevant institutions to conduct a multi-stakeholder diagnostic, co-develop a context-specific safeguards framework, and create an Implementation Playbook, with ministerial validation expected by early 2027. The commitment also includes testing safeguards against priority use cases, developing replicable governance and data-sharing tools, documenting lessons from Nigeria, and using the experience to support safeguards adoption across DIAL’s partner countries.

Complete national safeguards diagnostic for Nigeria's government data exchange infrastructure

A structured gap analysis mapping Nigeria's existing legal, institutional, and operational arrangements against the UNDP Universal DPI Safeguards Framework across safeguard elements. The diagnostic covers three priority use cases — agricultural data exchange, business licensing, and government digital mailboxes — and produces a prioritised action matrix for co-drafting sessions with Nigerian counterparts.

Co-develop and publish Version 1 Nigeria DPI Safeguards Framework

A government-owned safeguards framework for Nigeria's data exchange infrastructure, co-developed with FMCIDE, national regulators, and civil society through a structured multi-stakeholder process. The framework covers governance and institutional accountability, legal and regulatory standards, technical safeguards, human rights and inclusion, market integrity, and adaptive governance. Designed to be adoptable by whichever institution holds the mandate to govern data exchange at deployment.

Validate framework and secure ministerial endorsement from FMCIDE

Structured external review by civil society, private sector, and development partners, followed by FMCIDE ministerial endorsement and public launch. The launch positions Nigeria as a documented reference case for DPI data exchange safeguards in Africa, with outputs made available for adaptation by other governments.

Deliver Implementation Playbook for data exchange ecosystem partners

Practical guidance for government agencies onboarding to Nigeria's data exchange infrastructure, covering how to apply safeguard standards across data sharing agreements, consent architecture, redress mechanisms, and algorithmic accountability. The Playbook is designed to be replicable and will be published as an open resource.

Test and document safeguard provisions across three priority use cases

Applied testing of the Nigeria safeguards framework against agricultural data exchange for smallholder farmers, business and professional licensing, and government digital mailboxes. Each use case produces a documented risk and safeguard profile covering data protection, inclusion, recourse, and algorithmic accountability. Findings feed into the Implementation Playbook and replicable toolkit.
