Overview
The Digital Impact Alliance (DIAL) committed to adopting the Universal DPI Safeguards Framework through its work co-developing a national DPI Safeguards Framework for Nigeria’s government data exchange infrastructure. Over the next twelve months, DIAL will work with Nigeria’s Federal Ministry of Communications, Innovation and Digital Economy and relevant institutions to conduct a multi-stakeholder diagnostic, co-develop a context-specific safeguards framework, and create an Implementation Playbook, with ministerial validation expected by early 2027. The commitment also includes testing safeguards against priority use cases, developing replicable governance and data-sharing tools, documenting lessons from Nigeria, and using the experience to support safeguards adoption across DIAL’s partner countries.
