Overview
The Dominican Republic's Ministry of Public Administration is committed to applying the Universal DPI Safeguards Framework to three foundational components of its national DPI ecosystem: the Plataforma Única de Interoperabilidad, Cuenta Única digital identity and authentication infrastructure, and Carpeta Ciudadana digital wallet. Together, these systems enable secure data exchange, digital identity and authentication, and citizen-controlled digital credentials, supporting a more integrated, proactive, and citizen-centered digital government. The commitment seeks to ensure these systems are safe, inclusive, trustworthy, and rights-respecting while generating public value and contributing to the SDGs.

Publish Digital Readiness Assessment with DPI Safeguards (DRA 2.0) and the DPI Safeguards Action Plan 2025–2026 in Dominican Republic
The Dominican Republic’s Ministry of Public Administration (MAP), with technical support from UNDP, launched the Digital Readiness Assessment with DPI Safeguards (DRA 2.0) during Dominican Digital Week 2025. The assessment evaluates digital maturity across six pillars and introduces a safeguards approach focused on human rights, privacy, cybersecurity, inclusion, and digital trust. Building on its findings, MAP and UNDP launched the DPI Safeguards Action Plan 2025–2026, outlining priority actions across data protection, digital identity, interoperability, digital payments, inclusion, governance, and emerging technologies. The Plan establishes a roadmap toward a National Framework for DPI Safeguards, promoting coordination across government, the private sector, academia, and civil society.

Launch verifiable credentials in Soy Yo RD: citizen wallet capability with pioneer institutions
The Dominican Republic, through the Government Office of Information and Communication Technologies (OGTIC), is integrating Verifiable Credentials (VCs) into Soy Yo RD, the country's citizen folder (Carpeta Ciudadana), transforming it into a digital wallet for citizens to receive, store, and present verifiable official credentials, such as certificates, licenses, and permits. Following a July 2026 bootcamp that assessed six public services, the initiative identified five pioneer institutions: the Ministry of Environment, the National Institute of Transit and Land Transportation (INTRANT), the General Directorate of Traffic Safety and Land Transportation (DIGESETT), the General Directorate of Internal Revenue (DGII), and the General Directorate of Customs (DGA). The initiative is advancing through the Strategy and Design and Development stages of the Universal DPI Safeguards Framework, with OGTIC providing shared technical capabilities while each institution retains control over its official data, business rules, and eligibility criteria. This approach embeds safeguards for institutional accountability, privacy and security by design, and citizen autonomy over credential sharing. The initiative aims to establish a reusable technical and governance model that can accommodate additional institutions and credential types over time.

Enact Decree 384-26 establishing the National Strategy for Proactive Services with DPI safeguards, and advance system orchestration for the automation of public health and social subsidy services through OpenFn
On 8 June 2026, the President of the Dominican Republic enacted Decree No. 384-26, establishing the National Strategy for Proactive Services and a mandatory framework for anticipatory public service delivery. The Regulation embeds DPI safeguards in the design and delivery of proactive public services, including data quality, privacy and security by design, purpose limitation, inclusion, human oversight, transparency, and accountability. Building on this foundation, the Ministry of Public Administration (MAP), in coordination with the Government Office of Information and Communication Technologies (OGTIC), is using OpenFn to orchestrate digital systems and automate public health and social subsidy services, including vaccination and social protection programs. Implementation is ongoing, with additional services to be progressively integrated and refined in line with the Strategy and the Universal DPI Safeguards Framework.

Strengthening data interoperability and governance: Resolution No. 073-2025 and Decree No. 403-26
The Dominican Republic’s Ministry of Public Administration (MAP) advanced its National Framework for Interoperability and Data Governance through Resolution No. 073-2025, establishing strategic guidelines, and Decree No. 403-26, formalizing the framework’s regulatory requirements. These measures establish standards for secure, structured data exchange across public institutions, embedding safeguards for transparency, accountability, privacy, and data protection. Implementation is ongoing, with MAP convening inter-institutional working groups and developing timelines for a coordinated, phased rollout. The framework will continue to evolve as institutions and use cases are incorporated and implementation lessons inform improvements.
